Job Title: Block Manager
Location: Eccles, Greater Manchester
Salary: Up to £40,000 DOE + Car Allowance
Overview: The Block Manager is responsible for managing a portfolio of residential, and where applicable, mixed-use buildings and estates across South Wales. This role serves as the primary point of contact for the Client/Freeholder and Leaseholders within their portfolio.
Objective: To develop and maintain a motivated, customer-oriented service, ensuring that service standards are met in line with companies Property Management’s policies, and that all legislative, regulatory, and best practice requirements are adhered to.
Supervision: In cases of large portfolios, the Block Manager may have an assistant Block Manager working alongside them and should focus on developing the assistant’s skills for succession management.
Candidate: ATPI qualified, ideally with HRB experience.
The role will mainly be remote but on occasions report into the South-West Area Director in Bristol.
Responsibilities & Duties
1. Property Inspections and Maintenance:
- Conduct regular property inspections and prepare reports for clients/landlords/residents’ committees/insurance companies.
- Ensure compliance with Health & Safety Regulations and maintain records of Risk Assessments.
- Meet contractors on-site to ensure contract adherence and inspect completed works.
- Arrange maintenance for common areas as per lease terms.
- Obtain quotations for works exceeding £250 and arrange for repairs and installations as required.
- Carry out routine inspections of communal fire doors and other essential maintenance tasks.
- Monitor and maintain building management systems and plant equipment.
- Instruct other professionals (surveyors, engineers) as needed.
2. Finance:
- Ensure Management Agreements are in place.
- Prepare and agree service charge budgets.
- Assist in the preparation of annual accounts and respond to residents’ queries on service charges.
- Liaise with Credit Control on service charge recovery and with Accounts teams on financial processes.
3. Insurance:
- Ensure full insurance coverage for developments, including common areas.
- Handle insurance claims in collaboration with the Insurance Manager.
- Ensure Directors & Officers Insurance and Legal Expense Insurance are offered to Residential Management Companies (RMC).
4. Meetings:
- Attend tribunals and court hearings as required.
- Regularly meet with clients/landlords according to Management Agreements.
- Arrange and attend AGMs and EGMs, prepare meeting notes, and ensure timely action on discussed matters.
5. Correspondence & Administration:
- Respond to client/landlord/leaseholder queries in a timely manner.
- Complete Lease Checklists and maintain procedural timeliness.
- Conduct statutory consultations and ensure compliance with the Landlord & Tenant Act.
- Advise on Company Law requirements and inform clients of their obligations under various housing laws.
6. Breaches of the Lease:
- Address lease breaches and assist clients with enforcement.
- Liaise with adjacent property owners in case of nuisance or trespass issues.
- Work with solicitors for continual breaches.
7. Contractors:
- Obtain and supervise contractor quotations and appointments.
- Instruct and oversee major works projects, ensuring compliance with CDM regulations.
- Ensure contractors have appropriate insurance and meet Health and Safety standards.
8. Property Sales (Assignment of Lease):
- Assist the Company Secretariat with queries related to property sales.
9. Complaints:
- Respond to complaints promptly and assist with resolving Stage 1 and Stage 2 complaints.
10. General:
- Adhere to ARMA guidelines, RICS code of practice, and FCA regulations.
- Complete mandatory training and seek new business opportunities.
- Actively participate in team development and cross-selling initiatives.
- Stay informed about relevant legislation and best practices.
