Our client is seeking a Development Manager to join their team in Eccles, Greater Manchester.
The Development Manager will be primarily responsible for the full management of a designated building. This role will serve as the direct interface with both the client and tenants within the building. In cases where the building is large, the Development Manager may have an assistant and should aim to develop the individual’s skills for succession management.
Responsibilities:
Property Inspections and Maintenance:

Conduct property inspections and prepare site reports for clients, residents, and insurance companies.

Ensure compliance with Health & Safety Regulations and maintain accurate records of Risk Assessments.

Meet with contractors to ensure contract conditions are met and inspect completed works.

Arrange for the maintenance of all areas and day-to-day repairs, obtaining two quotations for works costing over £250 (except emergencies).

Undertake routine fire door inspections to communal fire doors in managed blocks under 18m.

Arrange maintenance of plant and equipment, and monitor building management systems.

Arrange testing of lifting equipment and abseiling points.
Finance:
-
Ensure Management Agreements are in place.

Prepare budgets and notes of explanation for properties, ensuring they are approved two weeks before the billing period.

Liaise with clients to agree on the service charge budget and assist in the preparation of annual accounts.

Obtain approval for all client costs over £250.
-
Address residents’ queries and liaise with Credit Control regarding payment and service charge recovery.
Insurance:

Ensure the development, including common areas, is fully insured and that premiums are paid promptly.

Ensure all Plant & Machinery is insured against damage and that periodic inspections comply with statutes.

Handle insurance claims in a timely manner, working with the Insurance Manager.
Meetings:

Attend First-Tier Tribunal (Property Chamber) Tribunals (LVTs) and County Court hearings as needed.

Attend regular meetings with clients and ensure notes and action matters are prepared and circulated in a timely manner.
Correspondence & Administration:

Correspond with clients and respond to residents’ queries within company guidelines.

Complete Lease Checklists and maintain timeliness of procedures.

Circulate meeting minutes and correspondence regarding Health/Safety, Fire Regulations, etc.
Breaches of the Lease:

Liaise with clients and residents regarding breaches of the lease.

Assist clients with enforcement and liaise with solicitors or Professional Services Department for continual breaches.
Contractors:

Obtain quotations for services, interview and supervise contractors, and ensure compliance with Health & Safety requirements.

Instruct and liaise with surveyors/project managers for major works projects.
Complaints:

Respond to complaints from tenants and clients promptly, and assist in complaint resolution.
General:

Undertake all duties associated with PRS property management, adhering to company procedures, ARMA guidelines, and RICS code of practice.

Ensure compliance with FCA regulations and complete mandatory training courses.

Maintain professionalism in all dealings with clients, customers, contractors, and the public.

Seek new instructions for the company and develop business relations for cross-selling opportunities.

Motivate and encourage the development of assistants and remain informed of relevant legislation and best practice guidelines.
